Under Tools, administrative settings, when clicked and signed out of profile, re-clicking it does not do anything.
No administritive settings appear.

You can get to the administrative settings by changing some security settings with Windows 8. Just a short explanation first. Windows 8 implements new security policies to help protect the user (yes I know you have heard this before) and as such UAC (user account control) can no longer be truly switched off by setting the UAC slider to "never notify" via the control panel. This doesn't truly turn it off. This explains why with some programs (which you may or may not see) you still get messages telling you that UAC is turned on. Anyway to truly turn of UAC and get to the administrative settings with DNS you need to modify the registry at the following location (take the usual precautions):
You then need to set the EnableUA key from 1 to 0 and then REBOOT the system.
VERY important: Windows 8 security is designed the way it is to help protect your system against spyware , malware, viruses etc so you do this at your own risk. Doing this will break some Metro apps (apparently) as well as making your system more vulnerable. However it will also solve a number of issues including constantly being told that you need to have administrative privileges to copy files to certain folders (like program files). So if you use this method you do so at your own risk. However the good news is that it does then allow you access to administrative settings. I would be grateful to hear if it solves the issue for you guys as well.
I should state last of all that this is NOT an official Nuance recommendation or fix this problem.
I tried this on my Windows 7 computer and the Admin settings window appears. Unfortunately, I don't have Windows 8 Beta installed.

Out of curiousity, if you "close" your profile from the menu, can you open the administrator settings?
If not, another thing that you may want to check, what "user permission" level are you at, when you are logging into this computer. The user permission level might have effect on access to the options.

You are correct, at the moment Nuance don't seem to have official support for Windows 8, which is extremely bad of them at this stage, you would have thought for a new product release of version 12 their dev team would have been testing it on the Dev P, CP, RP versions to iron out any compatability issues.
Nuance support is some what to be desired, as I have complimenty support, I raised an official ticket, its been over a week now and they have not responded - though I may have raised it under the wrong category, so to give them opportunity to update my ticket I will now raise it under a different category.
In answer to your question, I did log out of my profile to try and the administrator settings, to no avail.
My account is set as an administrator account, and I have also gone in via mmc and checked under local users and confirmed W8 has correctly put me in the administrators group. Windows 8 unfortunatly (in my opinion) still requires some fit and polish tweaks - even though you are an administrator it still requires you to right click and run as administrator some thinks, CMD, Scripts etc (which Windows 7 does not require for same tasks/scripts) so it could be some issue there.
Hopefully if/when more people start to use Windows 8 (when it come preinstalled, people decide to upgrade etc) and use V12 of Dragon and find this sort of glitch, Nuance will start to take note of thier customers/their product and find a resolution.
I'm a long-time user of Dragon I started with Dragon 10, and a Windows 98 computer (opps! did I just tell my age)
I just previously bought a brand-new HP desktop and tried installing Dragon 12....nope!!!!!!!!! I got all kinds of error messages it would not load would not install and then it would not uninstall ... So much for Windows 8... I finally had to revert back to using DNS 11.5
Based on a quick google search, it looks like the official release date is October 26th. If the release that you have is final, than we'll probablly see an official statement from Nuance soon. Until then, I agree, this could be a good place to let Nuance know of different issues with Windows 8.

To follow up on your scenario, when you try to access the administrator settings, is a user profile open?
Not sure if your issue is related to "closing the profile" or opening the admin dialog.
The public release date is as you have said. Windows 8 has been released. Manufactures/Tech's/Developers have access to the final version as from a couple of weeks back. Full details of release dates from the official Microsoft blog.
To re-clarify from my previous update the proifile was closed, signed out when trying to access the administrator settings.
I have also tried it when signed in to no avail. There are also scheduled maintenance tasks the programme should run but does not.
All comes down to V12 not working at the moment with Windows 8.
I did get a reply back from Nuance support who basically said Windows 8 is currently not supported.
I would imagine in a few months they will have some patch to enable compatability, if not I am sure there will be a lot of un-happy users who buy thier latest product only to find it does not fully work on their new pc or pc they upgrade to Windows 8.
